CNCA Angola (Waiver) – Procedure and Regulations

CNCA (Conselho Nacional de Carregadores de Angola)
📄 Document type
It is a mandatory certificate for all cargo destined for Angola.
👉 The CNCA is obtained after the Waiver is validated, therefore:

Validated Waiver = CNCA issued (CNCA number)
👤 Who should process it?

The exporter (shipper) or his agent/freight forward
-
With information provided by the exporter and importer
👉 Responsibility:
Issuance responsibility lies with the shipper, therefore it is recommended to manage it at the point of origin.
📑 Required documentation
🔹 To manage the Waiver:

Copy of BL (Bill of Lading)

Copy of the Commercial Invoice

Copy of the DUA (Customs Export Document)

Copy of the DU (Single Provisional Document)

It is the Import License in Angola
-
Must be in effect
-
Generally provided by the recipient

🔹 For Waiver validation:

BL final (NOT draft)
-
Must include “Shipped on Board” dated
👉 Only after this validation is the NCCA number
issued.
🕒 Deadlines

Must be managed before boarding the vessel

It is recommended that you be:

✅ Validated at least 5 days before arrival at destination
