ECTN (Electronic Cargo Tracking Note)


📄 Document type

  • Mandatory electronic tracking document, required for all cargo destined for Congo (Brazzaville).

  • ✔️ The ECTN number must be reflected in the BL (Bill of Lading).


👤 Who should process it?

  • The exporter (shipper) or its freight forwarder on your behalf.

  • ✔️ Responsible: Shipper

  • ✔️ It is recommended to process it in origin


📑 Required documentation

  1. BL (Bill of Lading) – draft or final (BL DRAFT accepted if dated)

  2. Commercial invoice

  3. Packing List

  4. Customs Document of Export (DUA)


🕒 Deadlines

  • Must be managed before shipment

  • It is recommended to validate at least 7 days before the vessel’s arrival at the port

  • ✔️ The Waiver must be validated no later than 5 days after the vessel’s departure; otherwise, a 50% surcharge applies


Consequences of not processing it

  • Blocking loading at Pointe-Noire

  • Administrative fines

  • Additional costs for delays or storage

Surcharges and additional costs

  1. Cancellation of Waiver: +60 € (after sending the draft)

  2. 🔄 Validated Waiver modification: +75 €

  3. 📊 Excess HS Codes: +€30 per Waiver, applicable for each section of More than 8 HS Codes

  4. Late Validation (>5 days after departure): 50% surcharge on the Waiver cost


  • Issuance responsibility lies with the Shipper

  • Validate the Waiver well in advance to avoid fines or surcharges
