BESC – RDC (Bordereau Électronique de Suivi des Cargaisons)

📄 Document type

  • Certificate mandatory for all cargo with destination to the DRC.

  • The BESC number must appear on the Bill of Lading (B/L).

  • ⚠️ The DRC has access to the sea through the Port of Matadi and river transport; The BESC is mandatory for goods arriving by sea or international land.


👤 Who should process it?

  • The exporter (shipper) or its agent/freight forwarder, with information on the exporter and importer in the DRC.

  • ✔️ Responsible for issuing the Waiver: Shipper

  • ✔️ It is recommended to issue en origin.


📑 Required documentation

  1. Bill of Lading (B/L) – draft and final

  2. Commercial invoice (indicating currency and country of origin)

  3. Packing List

  4. Freight invoice (if not included in the invoice commercial)

  5. Customs export document (DUA or equivalent)

  6. Certificate of origin (if applicable)

  7. Full details of the importer (commercial registry / NIF / OFEGREM registration number)


🕒 Deadlines

  • Must be managed before the ship departs.

  • It is recommended to validate the Waiver at least 5 days prior to arrival at the port of destination.

  • ✔️ To validate the Waiver, a copy of the final Bill of Lading is required, not a draft.


Consequences of not processing it

  • Holding or blocking cargo at Matadi, Boma or border points

  • Fines and surcharges from port and customs authorities

  • Significant delays in clearance and delivery

  • Risk of rejection or detention of goods


📍 Where it is processed

  • Through agents authorized by the Conseil National des Chargeurs de la DRC (CNCRDC) or its official representatives, both in the DRC and abroad.

Surcharges and other costs

  1. Waiver Cancellation (after sending the draft): +60 €

  2. Validated Waiver modification: +€50

  3. BLs with DUA >8 HS Codes: +30 € for each section of 8 HS Codes


Regulations and operational rules

  • Mandatory to add FERI number in the BL.

  • To validate the Waiver, Definitive BL is required.

  • It is recommended Validate the Waiver at least 5 days prior to arrival at the port.

  • The responsibility for issuing the Waiver lies with the Shipper.
