Certificate mandatory for all cargo with destination to the DRC.

The BESC number must appear on the Bill of Lading (B/L).

⚠️ The DRC has access to the sea through the Port of Matadi and river transport; The BESC is mandatory for goods arriving by sea or international land.
👤 Who should process it?

The exporter (shipper) or its agent/freight forwarder, with information on the exporter and importer in the DRC.

✔️ It is recommended to issue en origin.

🕒 Deadlines

Must be managed before the ship departs.

It is recommended to validate the Waiver at least 5 days prior to arrival at the port of destination.

✔️ To validate the Waiver, a copy of the final Bill of Lading is required, not a draft.

Holding or blocking cargo at Matadi, Boma or border points

Fines and surcharges from port and customs authorities

Significant delays in clearance and delivery

Risk of rejection or detention of goods

Through agents authorized by the Conseil National des Chargeurs de la DRC (CNCRDC) or its official representatives, both in the DRC and abroad.
