BSC Gabon (Waiver) – Procedure and Regulations

📌 Official nomenclature

BSC (Bordereau de Suivi de Cargaison – Gabon)
Also operationally known as: BIETC (Borderau d’Identification Électronique de Traçabilité des Cargaisons)


📄 Document type

It is a mandatory certificate for all cargo destined for Gabon.

👉 The document is obtained by validating the Waiver:

  • Waiver validated = BSC / BIETC issued

📌 Special feature:

  • ✔️ The number must appear on the Bill of Lading (B/L)


👤 Who should process it?

  • The exporter (shipper) or his agent/freight forward

  • With information about the exporter and importer in Gabon

👉 Responsibility:

  • Falls on the shipper

  • It is recommended to process it at origin


📑 Required documentation

🔹 To manage the Waiver:

  1. Copy of the BL (Bill of Lading)

  2. Copy of the Commercial Invoice

  3. Copy of the DUA (Customs Export Document)

  4. Packing List


🔹 Additional documentation:

  1. Freight invoice (if not included in commercial invoice)

  2. Certificate of origin (if applicable)

  3. Complete importer data


🔹 For Waiver validation:

  • ✔️ BL final (NOT DRAFT)

👉 The BIETC number:

  • ✔️ Provided when requesting the Waiver

  • ✔️ Confirmed after validation


🕒 Deadlines

  • Must be managed before the vessel’s departure

  • ⚠️ Critical condition:

    • ❗ If not validated within 10 calendar days after the vessel’s departure ship,
      can no longer be managed
      fine is generated at destination

  • Operational recommendation:

    • ✅ Validate as soon as possible (ideally before arrival)

Through agents authorized by the
Conseil Gabonais des Chargeurs (CGC)

  • At origin

  • Or in Gabon


⚠️ Regulations and operational rules

  • ✔️ Mandatory to include the BSC / BIETC number in the BL

  • ✔️ Validation only with final BL

  • ✔️ The number is provided when requesting the Waiver

  • 🚫 Important Restrictions:

    • ❌ Export of vehicles older than X years

      is prohibited.

    • ⚠️ To:

      • Personal effects

      • IMO merchandise
        → Authorization required previous

  • ✔️ Recommended to cast at origin

  • ✔️ Responsibility: shipper


Consequences of not processing the BSC

  • Hold or block loading at:

    • Libreville (Owendo)

    • Port-Gentil

  • Customs fines and surcharges

  • Dispatch delays

  • Risk of immobilization or rejection of merchandise

Surcharges and additional costs

  1. Waiver Cancellation

    • +€60 (after sending draft)

  2. 🔄 Waiver modification validated

    • +55 €

  3. 📊 Excess HS Codes

    • +€30 Waiver

    • Applicable for each section of more than 8 HS Codes

  4. ⚠️ No validation within the deadline

    • Fine at destination

    • Inability to manage the Waiver
