BESC Chad (Waiver) – Procedure and Regulations

BESC (Bordereau Électronique de Suivi des Cargaisons – Chad)


📄 Document Type

This is a mandatory certificate for all cargo destined for Chad.

👉 The document is obtained by validating the Waiver:

  • Validated Waiver = BESC issued (BESC/ECTN number)

📌 Special feature:

  • ✔️ The number must appear on the Bill of Lading (B/L)

  • ✔️ It can also be operationally referred to as ECTN


🌍 Geographical particularity (very important)

⚠️ Chad is a landlocked country, so:

  • The BESC is mandatory for goods entering via transit ports such as:

    • Douala (Cameroon)

    • Cotonou (Benin)

    • Pointe-Noire (Congo)

👉 Applies to both direct import and inland transits


👤 Who should process it?

  • The exporter (shipper) or his agent/freight forward

  • With information about the exporter and importer in Chad

👉 Responsibility:

  • Falls on the shipper

  • It is recommended to process it at origin


📑 Required documentation

🔹 To manage the Waiver:

  1. Copy of BL (Bill of Lading)

  2. Copy of the Commercial Invoice

  3. Copy of the DUA (Customs Export Document)

  4. Packing List


🔹 Complementary documentation (according to standard operation):

  1. Freight invoice (if not included in commercial invoice)

  2. Certificate of origin (if applicable)

  3. Complete importer data


🔹 For Waiver validation:

  • ✔️ Can be validated with BL DRAFT (draft)

👉 The BESC number:

  • ✔️ Obtained after validation of the Waiver


🕒 Deadlines

  • Must be managed before the ship leaves

  • Recommended:

    • Validation at least 7 days before arrival at destination

⚠️ Risks due to non-compliance:

  • Fines

  • Surcharges

  • Blocks in transit

Through agents authorized by the
Conseil National des Chargeurs du Chad (CNCT)

  • At origin

  • Or in Central Africa

  • ✔️ The number is obtained after validating the Waiver

  • ✔️ Can be validated with BL draft (DRAFT)

  • ✔️ Also applicable to:

    • Inland transits to Chad

  • ✔️ Recommended to cast at origin

  • ✔️ Responsibility: shipper


Consequences of not processing the BESC

  • Cargo retention or blocking at the transit port

  • Fines and penalties customs

  • Delays in shipment to Chad

  • Risk of immobilization or rejection of merchandise

    • +60 € (after sending draft)

    • +€30 per Waiver

    • Applicable for each section of more than 8 HS Codes
