This is a mandatory certificate for all cargo destined for Chad.
👉 The document is obtained by validating the Waiver:

Validated Waiver = BESC issued (BESC/ECTN number)

✔️ The number must appear on the Bill of Lading (B/L)

✔️ It can also be operationally referred to as ECTN

⚠️ Chad is a landlocked country, so:

The BESC is mandatory for goods entering via transit ports such as:

Cotonou (Benin)

Pointe-Noire (Congo)

👉 Applies to both direct import and inland transits

The exporter (shipper) or his agent/freight forward

With information about the exporter and importer in Chad
