BESC Liberia (Waiver) – Procedure and Regulations

BESC (Bordereau Électronique de Suivi des Cargaisons – Liberia)


📄 Document type

It is a mandatory certificate for all cargo destined for Liberia.

👉 The document is obtained by validating the Waiver:

  • Waiver validated = BESC/ACD/CTN issued (assigned number)

📌 Special feature:

  • ✔️ The number must appear on the Bill of Lading (B/L)


👤 Who should process it?

  • The exporter (shipper) or his agent/freight forward

  • With information about the exporter and importer in Liberia

👉 Responsibility:

  • Falls on the shipper

  • It is recommended to process it at origin


📑 Required documentation

🔹 To manage the Waiver:

  1. Copy of the BL (Bill of Lading)

  2. Copy of the Commercial Invoice

  3. Copy of the DUA (Customs Export Document)

  4. TIN number (Tax Identification Number) of the importer/recipient

🔹 Additional documentation:

  1. Packing List

  2. Freight invoice (if not included in the commercial invoice)

  3. Certificate of origin (if applicable)

🔹 For Waiver validation:

  • ✔️ Can be validated with BL DRAFT (draft)

  • ✔️ Also mandatory for transits to internal destinations

👉 The ACD/CTN number:

  • ✔️ Obtained by validating the Waiver

  • ✔️ Must appear in the BL


🕒 Deadlines

  • You must managed before ship departure

  • Recommended:

    • Validation at least 5 days before arrival at destination

  • Fines

  • Port surcharges

  • Operational delays

Liberia National Shippers Council (LNSC)
