BESC Liberia (Waiver) – Procedure and Regulations

BESC (Bordereau Électronique de Suivi des Cargaisons – Liberia)
📄 Document type
It is a mandatory certificate for all cargo destined for Liberia.
👉 The document is obtained by validating the Waiver:

Waiver validated = BESC/ACD/CTN issued (assigned number)
📌 Special feature:

✔️ The number must appear on the Bill of Lading (B/L)
👤 Who should process it?

The exporter (shipper) or his agent/freight forward
-
With information about the exporter and importer in Liberia
👉 Responsibility:

Falls on the shipper
-
It is recommended to process it at origin

Copy of the BL (Bill of Lading)

Copy of the Commercial Invoice

Copy of the DUA (Customs Export Document)

TIN number (Tax Identification Number) of the importer/recipient

Freight invoice (if not included in the commercial invoice)
