This export-related document exists only in Africa and was created to combat tax fraud. Approximately 22 African countries require it for their imports and exports. Improper management of these documents can lead to fines and retention of goods at destination. Some countries even require it for transit to domestic destinations (Togo, Benin, Liberia, and Sierra Leone). As a general rule, it must be issued at the origin (country of origin of shipment), and it is the shipper’s responsibility to ensure the reliability and accuracy of the documents associated with the shipment.
It’s like keeping track of the shipping documents that must match the documents presented by the recipient for the collection of the goods at destination. All Waivers are always validated by the Waiver Management Office in the destination country that requires them. It must always be validated before the goods arrive at their destination. Most shipping companies require the Waiver number even before shipping the CNTR, which must also be stated on the Bill of Lading. The documents required for processing them are the same in most countries that require them, although some documents are exclusive to the destination country.
