ENS / ACD – South Sudan (Advance Cargo Declaration / Bordereau de Suivi des Cargaisons)

📄 Document type

    • Mandatory certificate for all cargo destined for South Sudan.

It must be processed before shipment and the assigned number must be shown on the Bill of Lading (B/L).

⚠️ South Sudan is a landlocked country; The ENS/ACD is mandatory for goods entering through transit ports in Kenya (Mombasa), Sudan, or Uganda, depending on the logistics route.


👤 Who needs to process it?

  • Exporter or its authorized agent/freight forwarder.

  • Information provided by the exporter and the importer in South Sudan.

  • The responsibility for issuing the Waiver falls on the Shipper, so it is recommended to issue at origin.


📑 Required documents

  1. Bill of Lading (B/L) – draft and final

  2. Commercial invoice (with currency and country of origin)

  3. Packing List

  4. Freight invoice (if not included in the commercial invoice)

  5. Customs export document (DUA or equivalent)

  6. Certificate of origin (if applicable)

  7. Complete data of the Importer in South Sudan (Business Registration / VAT Number)


Consequences of not processing it

  • Holding or blocking cargo at transit ports.

  • Fines and penalties from customs authorities.

  • Significant delays in clearance to South Sudan.

  • Risk of rejection or seizure of goods.
