BSC – Senegal (Bordereau de Suivi de Cargaison)

📄 Document type

  • Mandatory electronic certificate for all cargo destined for Senegal.

  • It must be obtained before shipment, and its number must appear on the BL (Bill of Lading).


👤 Who should process it?

  • Exporter (company that makes the shipment)

  • Authorized freight forwarder or freight agent, using the exporter’s information.

  • ✔️ Responsible for issuing the Waiver: Shipper

  • ✔️ It is recommended to issue at source.


📑 Documents necessary

  1. Bill of Lading (BL) – draft or final

  2. Commercial Invoice

  3. Packing List

  4. Copy of the Customs Export Document (DUA) or Levante


🕒 Deadlines

  • The number of BSC must be reflected in the BL.

  • It must be processed before the vessel departs from the port of origin.

  • It is recommended to validate the Waiver at least 5 days before arrival at the port of Dakar.


Consequences of not processing it

  • Cargo retention at the port of Dakar

  • Severe fines imposed on the exporter

  • Major delays in delivery

  • Additional costs for storage and penalties


Regulations and operational rules

  • It is mandatory to add the BSC number to the BL (provided when requesting the Waiver).

  • To validate the Waiver, a final BL (not a DRAFT) is required.

  • It is recommended to validate the Waiver

  • 5 days prior to arrival at the port to avoid fines or surcharges.
  • The responsibility for issuing the waiver lies with the shipper.
